• 胡锦涛说，当前的国际国内形势可以用两句话来概括，一句话是挑战确实严峻，再一句话是机遇依然存在。面对挑战和机遇并存的形势，必须增强忧患意识，坚定必胜信念，抓住机遇，应对挑战，迎难而上，开拓进取，最大限度地减轻国际金融危机带来的不利影响，继续推动经济社会又好又快发展。 胡锦涛强调，要进一步落实中央宏观调控政策措施，切实做好扩内需、保增长，调结构、上水平，抓改革、增活力各项工作，在应对挑战中开创新局面，在克服困难中实现新发展。胡锦涛指出，民生连着民心，民心凝聚民力。在经济发展遇到困难的情况下，更要加大改善民生工作力度，多渠道扩大就业，加快完善社会保障体系，切实提高教育和医疗服务水平，全力维护社会和谐稳定。 胡锦涛希望各级干部特别是领导干部大力弘扬优良作风，多办顺民意、解民忧、增民利的实事好事，认真纠正损害群众利益的突出问题；模范执行中央关于党政机关厉行节约的规定，坚决反对讲排场、比阔气、铺张浪费和奢靡之风；牢固树立和坚持正确的事业观、工作观、政绩观，认认真真学习、老老实实做人、干干净净做事。
